Sirway was selected as a supplier for a state-of-the-art Road Asset Management System for the Albanian Road Authority (ARA). The project is done with a long-time partner FinnOC and a local partner R&T Group. RAMS development will also include modules for a Bridge Management System as well as a Tunnel Management System.
With the help of Sirway, ARA will have the necessary means to properly maintain their road assets in the future. Sirway will provide training for Road Asset Management in general to ensure that the organization will be using RAMS in the coming years as intended. This is a critical aspect of RAMS development which can be easily overlooked in similar projects.
Finnish municipalities suffer from lack of funds and data to be doing systematic maintenance planning of their road networks. Therefore, Sirway partnered up with Crowdchupa, Afry Finland and Vaisala to offer the means for municipalities to have a sustainable road asset management system with systematic data collection. The first municipalities using this product are Lempäälä, Vaasa, Paimio, Vihti and Kuopio, with more on the way.
With crowd-sourced data collection, it can be done in a day and twice a year to keep the costs at minimum and still offer up-to-date data of the road condition. The response has been positive, and we truly hope that our RAMS will stay in use for several years to keep the road condition and safety on a high level.
Over 70% of the goods are carried by road and the road transport infrastructure is facing many changes and will have to be adapted to them. One of the biggest challenges is climate change as it negatively affects the roads. Climate change will induce over 100% more expenses in road maintenance if active mitigation methods are not applied. The road infrastructure is affected by the climate change in the following ways:
Description: Saint Lucian road and street network is less than 2000 kilometres in length with challenging geometry due to mountainous terrain. Rainy season with hurricanes bring another challenge to infrastructure management. A lack of Road Asset Management System, updated data and data collection equipment makes maintenance planning and actual maintenance challenging.
SirWay Ltd. is developing a complete Cloud-based Road Asset Management System and management procesesses for the Ministry. To support decision-making the following data is to be collected: road alignment, road characteristics, International Roughness Index, photos, traffic, bearing capacity, drainage condition, bridge inventory and condition. Description: A gravel road for remote access was constructed in Kutubu Bosave. The work was done by our partner company McKoinal Engineering & Computer Technologies Limited.
Description: There has not been a systematic way of planning the maintenance and managing the road network in Angola before the project. During the project road inventory and condition data was collected from the main roads and the Road Management System (RMS) was implemented. The RMS was integrated with Pavement Management System, HDM-4 and Geographic Information System (GIS). The system users were fully trained during the project.
Federal Road Network of over 35 000 kilometres have lacked proper management and maintenance practices, which were addressed by the project. Unclear roles of several stakeholders were clarified, current management processes identified and streamlined processes were proposed, a new Asset Location Referencing System was created, Conceptual System Design of Road Asset Management System was introduced, organisational change was managed and implementation with data collection and management issues were tackled during the project.
Public Private Partnership (PPP) can be effective in delivering infrastructure with private sector financing. The money is not free, but PPP can be more cost-effective option due to higher quality, shorter construction time, improved maintenance and availability of funding. Tanzanian major infrastructure projects were evaluated along with the operational and legal procedures and procurement methods with transport sector PPP implementation. Three projects were studied more carefully in a pre-feasibility studies with the introduced financial model. Implementation and communication plans were created. Capacity building plan was introduced to be delivered with the help of International Development Partners.

SirWay Ltd. signed a contract with the Ministry of Infrastructure, Ports, Energy and Labour for development of GIS-based Road Maintenance Management System in St. Lucia.

In the coming 6 years, SirWay Ltd. will develop together with the Ministry Road Asset Management processes and Cloud-based Road Asset Management System. The project includes extensive capacity building and data collection.

The good thing with our Cloud-based system is that all the required software including maintenance planning is integrated in one system and all the road data and reports are accessible by mobile devices. And most importantly, data is safe and accessible by all the involved parties.
SirWay recognises the importance of the new Belt and Road Transport Alliance (BRITA) initiative by China Highway and Transportation Society (CHTS) and therefore SirWay joins BRITA.
Ministers Anne Berner, Ismir Jusko, Nitin Gadkari and Marc Garneau were praising the Goddess of Wisdom for better roads. Open data sharing and road asset optimisation should be key targets for all countries, not just Finland, as Mrs. Berner pointed out. This is also the focus of SirWay.
Dr. Konsta Mikael Sirvio defended his Doctoral Thesis "Advances in predictive maintenance planning of roads by empirical models" successfully. Tough questions covered applicability of empirical models beyond flexible pavements and in new situations with autonomous vehicles as well as methodological aspects such as Genetic Algorithms.
We are happy to share with you that we've just come back from Port Moresby, Papua New Guinea where we successfully deployed a new version of our all-in-one tablet-based survey + data analysis + reporting tool. This project was carried out to help collect the necessary information pertaining to a socio-economic impact study conducted for the road administration.
These types of surveys are vital in establishing long-term effects of a given road project and have a long history of being carried out manually, involving a tedious process of creating survey documents, printing out and carrying hundreds of copies, manully marking them in the field and spending many weeks to digitise the input and only then analyse the data. We believe this approach to be vastly inefficient, which is why we decided to invest our energy in creating our own IT system for handling the whole pipeline.
Our complete workflow has been streamlined to look the following way:
This approach cuts down on many weeks of unnecessary busy work handling paper, making corrections (our system will reject any incorrectly entered data, so there's no need for any manual checks), data entry and chasing human errors. Additionally, the automated nature of the analysis allows us to dive deeper into immediately apparent issues right there, on the spot, which is something that simply wasn't possible before.
So, in summary, we have a tool that streamlines the whole pipeline, keeps us updated on a per-minute basis and, as a bonus, makes our research team in the field use cutting-edge technology and look "out of this world" (yes, that's verbatim) to the local population.
