
Public-Private Partnership (PPP) can be effective in delivering infrastructure with private-sector financing. The money is not free, but PPP can be the more cost-effective option thanks to higher quality, shorter construction time, improved maintenance and the availability of funding.
Major Tanzanian infrastructure projects were evaluated along with the operational and legal procedures and procurement methods for transport-sector PPP implementation. Three projects were studied in more detail in pre-feasibility studies with the introduced financial model. Implementation and communication plans were created, and a capacity-building plan was introduced, to be delivered with the help of international development partners.
